Local questions
Usually, with two conditions. Your lease almost certainly requires the freeholder or managing agent to approve anything fixed to the outside of the building, and the permitted development limits for flats are tighter than for houses. Where a wall mounted condenser is not possible, a balcony position or a self contained unit with no outdoor part are the alternatives.
They restrict where the outdoor unit can sit rather than banning it. In a conservation area the unit must not be nearer to a highway that bounds the property than the building is, which usually pushes it to a rear elevation or a lightwell. Listed buildings have no permitted development rights at all and need consent.
