Usually, but the lease decides. Almost all of them require the freeholder or managing agent to consent to anything fixed to the exterior, and the permitted development limits for flats are tighter than for houses. Where a wall mounted condenser is refused, the options are a balcony position if the lease allows it, a shared plant location agreed with the building manager, or a self contained unit with no outdoor part. We work out which applies at survey rather than after you have paid.
